What CLEAN and DNC mean
Every list is sold as one of two types. The difference is whether the contact appears on the National Do Not Call Registry.
CLEAN
The contact has never asked to be placed on the Do Not Call Registry.
DNC
The contact is registered on the Do Not Call list at donotcall.gov.
Why CLEAN ONLY costs more

Numbers that are not on that registry are far harder to source, which is what drives the price difference. That figure counts registrations rather than people — many register both a mobile and a landline — so the true number of unregistered individuals is smaller still.
